Cotton textile hose piping and similar textile tubing
HSN 5909 00 10 (Of cotton) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly to all major trading partners. The exemption is a closed list of nine jurisdictions; importers sourcing cotton textile hose piping from countries such as China, Bangladesh, Vietnam, or any other origin outside that list who arrive without a valid PSIC or TC/CSRTI test report face consignment detention and demurrage at port pending production of the required documentation.
