Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes. Upload the PSIC or test report in e-Sanchit before filing the bill of entry.

  2. 2
Confirm whether the country of origin qualifies for the azo-dye testing exemption. Testing for the presence of azo dyes is exempted only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; all other origins must provide a PSIC or valid test report without exception.

A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption applies to all origins because the product is a technical or industrial textile article rather than an apparel fabric. General Note 10 applies to textile articles of Chapter 59 irrespective of end-use; the exemption list is country-specific and closed — origins not named in DGFT Public Notice 14/2023 must furnish a PSIC regardless of the supplier's assurances, and a missing PSIC will result in consignment detention pending post-import testing or re-export.

Frequently asked
Does HSN 5908 00 90 require BIS certification?
No, textile wicks and incandescent gas mantles under this tariff line fall outside the BIS Quality Control Order regime. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, principally through the General Note 10 hazardous-dye compliance requirement.
Is a PSIC required when importing gas mantles from a country that is on the azo-dye exemption list?
Imports from the nine listed countries — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — are exempt from azo-dye testing only; a PSIC or test report covering other prohibited hazardous dyes may still be required under General Note 10 of the ITC (HS) policy.
What happens if the PSIC is missing at the time the bill of entry is filed?
Absence of a mandatory PSIC at the bill-of-entry stage exposes the consignment to detention at the port of import; customs out-of-charge will not be granted until a compliant test report is produced or, where no remedy is available, the consignment is liable to re-export.
