A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption applies to all origins because the product is a technical or industrial textile article rather than an apparel fabric. General Note 10 applies to textile articles of Chapter 59 irrespective of end-use; the exemption list is country-specific and closed — origins not named in DGFT Public Notice 14/2023 must furnish a PSIC regardless of the supplier's assurances, and a missing PSIC will result in consignment detention pending post-import testing or re-export.
