HSN 5908 00 20 (Gas mantles of rayon) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Import Policy. The most common error on this tariff line is assuming that because gas mantles are a specialised industrial textile article, the General Note 10 azo-dye testing regime does not apply. It does — the obligation tracks the textile composition of the article, not its end use. Importers sourcing from non-exempt countries who ship without a PSIC face consignment detention and ground rent accumulation while a retrospective test is arranged, and a test failure results in re-export or confiscation of the consignment.
