The single most common error on this tariff line is assuming that the azo-dye PSIC requirement is universal and then incorrectly invoking — or missing — the country-of-origin exemption. An importer sourcing from a non-exempt country who files a bill of entry without the PSIC faces detention of the consignment pending laboratory testing at the importer's cost, with ground rent and demurrage accruing throughout. Conversely, an importer from an exempt country who voluntarily submits a PSIC must ensure it is issued by a genuinely accredited laboratory, as a non-accredited certificate does not satisfy the General Note 10 requirement.
