HSN 5907 00 11 (On the base fabrics of cotton) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming that the azo-dye testing exemption extends beyond the nine listed origins. A PSIC or TC/CSRTI test report missing at the bill of entry — because the importer incorrectly treated the exporting country as exempt — results in consignment detention and demurrage while remedial documentation is arranged. Note that the exemption applies to testing for azo dyes specifically; the obligation to present a PSIC covering other prohibited hazardous dyes remains for all origins.
