DGFT CLEARANCE

HSN 5906 99 90 (rubberised textile fabrics, other) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. No additional sectoral PGA licence applies, but the PSIC is a mandatory customs-clearance document at the bill-of-entry stage.

A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption extends to all major trading partners. The exemption covers nine listed jurisdictions only — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — and shipments from China, Bangladesh, Vietnam, or any unlisted origin without a valid PSIC or TC/CSRTI test report face detention and customs-officer escalation at the port of import.
