The most common error on this tariff line is assuming that the azo-dye testing exemption extends to all trading partners or to goods transshipped through an exempt country. The exemption attaches to the country of origin, not the country of export; a consignment of other-textile-material rubberised fabric originating in a non-exempt country but shipped via, say, the United Kingdom remains subject to the full PSIC requirement. A missing or non-accredited test report results in consignment detention at the port of import.
