Textile wall coverings, other than principal types
HSN 5905 00 90 (Other textile wall coverings) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from all origins except a notified group of countries must obtain a PSIC from an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming the azo-dye exemption extends to all developed-country origins — it does not. Only the nine named countries are exempt; imports from an unlisted country arriving without a valid PSIC or TC/CSRTI test report are liable to detention and demurrage at the port pending production of the requisite certificate, which cannot be obtained retrospectively from an Indian laboratory.
