The most common error on this tariff line is assuming the azo-dye exemption for favoured-origin countries extends to the entire PSIC requirement. The country-of-origin exemption covers only the azo-dye testing component; a PSIC confirming absence of other prohibited hazardous dyes remains compulsory regardless of origin. Consignments presented at customs without a valid PSIC or TC/CSRTI test report are detained pending compliance, attracting demurrage and ground rent.
