Plastic-coated or laminated textile fabrics, residual category
HSN 5903 90 90 (plastic-coated or laminated textile fabrics, other) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) 2022. The PSIC must be issued by an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous azo dyes before the consignment is shipped.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify whether the country of origin qualifies for the azo-dye testing exemption: imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing only. For all other origins, the PSIC or TC/CSRTI test report is mandatory and must be uploaded in e-Sanchit before out-of-charge.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing extends to all documentation requirements — it does not. The exemption covers azo-dye testing only; a PSIC for other composition and quality parameters under General Note 10 remains required for all origins. Consignments arriving without the PSIC or a valid TC/CSRTI test report are liable to detention at the port of entry pending documentary compliance.
