The most frequent error on this tariff line is assuming the azo-dye testing exemption applies because the supplier is a trusted vendor from a non-listed origin country. The exemption is strictly country-of-origin specific — nine named countries only — and does not extend to goods transshipped through an exempt country. A consignment arriving from any unlisted origin without a valid PSIC will be detained at port, attracting demurrage and ground rent until the document deficiency is cured or the goods are re-exported.
