The most frequent error on this tariff line is assuming the azo-dye testing exemption covers all certified laboratories in the exempted countries, rather than recognising that the PSIC must be issued by an accredited laboratory of the exporting country. A test report from a non-accredited facility — even from an exempt origin — does not satisfy General Note 10, and customs will detain the consignment pending a compliant certificate.
