Tyre cord fabric of other high tenacity yarn
HSN 5902 90 90 (tyre cord fabric of other yarns) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement under General Note 10 of the ITC (HS) policy. The PSIC, issued by an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI, must certify the absence of prohibited hazardous azo dyes.

The most common error on this tariff line is assuming that the azo-dye exemption applies to all origins. The exemption from testing for the presence of azo dyes extends only to imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; all other origins require a PSIC or equivalent test report regardless of the supplier's representations. An absent or invalid PSIC from a non-exempt origin results in consignment detention and potential re-export at the importer's cost.
