Tyre cord fabric viscose rayon, rubber-impregnated
HSN 5902 90 10 (tyre cord fabric impregnated with rubber) is subject to the import policy administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) Schedule I. A Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy, as required by DGFT Public Notice 14/2023.

The azo-dye testing exemption is origin-specific and limited to the nine listed countries; importers sourcing rubber-impregnated tyre cord fabric from any other country — including major textile exporters such as China, Vietnam, or Bangladesh — must present a PSIC from an accredited laboratory without exception. Treating the exemption as a general waiver for trusted suppliers outside the listed countries is the most common error, and a missing PSIC at the bill-of-entry stage results in consignment detention pending documentary compliance.
