A word of counsel

The most common error on this tariff line is treating the azo-dye testing exemption for listed countries as a blanket waiver from the PSIC requirement altogether. The exemption is narrowly limited to the azo-dye testing parameter; all other hazardous-dye compliance and any other PSIC parameters under General Note 10 remain mandatory for every country of origin, including those on the exempt list. Filing a bill of entry without the PSIC exposes the consignment to detention and ground rent pending document submission.
