Gum-coated textile fabrics for book covers and similar uses
HSN 5901 10 90 (Other gum-coated textile fabrics for book covers or the like) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Import Policy. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from the Textile Committee or CSRTI.

The most frequent error on this tariff line is treating the country-of-origin azo-dye exemption as a blanket waiver of the PSIC requirement. The exemption is narrowly confined to azo-dye testing for the nine listed countries; all other PSIC parameters — including confirmation of other prohibited hazardous dyes — remain mandatory regardless of origin. A consignment arriving without a compliant PSIC is liable to detention at the port of import pending documentary rectification.
