The most common error on this tariff line is assuming that the azo-dye PSIC exemption for listed countries extends to all testing requirements — it does not. The exemption covers only the testing for the presence of azo dyes; compliance with General Note 10 on other prohibited hazardous substances remains mandatory regardless of the country of export. Filing the bill of entry with an origin-exempt declaration but no supporting test report for non-azo parameters invites examination and detention.
