HSN Chapter 58 covers special woven fabrics, tufted textile fabrics, lace, tapestries and trimmings. Within this chapter the Bureau of Indian Standards (BIS) has notified 2 tariff lines, both under heading 5806 — narrow woven fabrics other than goods of heading 5807. The notified entries cover narrow woven fabrics of man-made fibres (5806 32 00) and other narrow woven fabrics (5806 39 90), categories widely used in apparel labelling, webbing, elastic tapes and decorative trimming.
Two Indian Standards apply across the chapter. IS 1269 specifies the requirements for niwar — the cotton webbing tape used in furniture and bedding manufacture under heading 5806 32 00. IS 15041 governs fabrics for protective clothing against heat and flame and applies to both notified tariff lines. Both codes route through the ISI Mark Scheme under Scheme-I of Schedule-II of the BIS Conformity Assessment Regulations, 2018. Indian weavers must hold a CM/L licence; foreign manufacturers must obtain a licence under the Foreign Manufacturers Certification Scheme (FMCS) and appoint an Authorised Indian Representative (AIR).
