HSN 5811 00 20 (Quilted wadding) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Import Policy.

The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing extends to transshipment or third-country routing. A consignment manufactured in a non-exempt country but shipped via an exempt country does not qualify for the testing waiver; customs officers verify the country of manufacture on the certificate of origin, and a missing or invalid PSIC results in consignment detention until a conforming test report is produced.
