Embroidery of other textile materials, piece or motifs
HSN 5810 99 90 (Embroidery of other textile materials) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10. Imports from origins outside the exempt-country list must present a certificate from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming the azo-dye exemption is broader than it is: the nine exempt origins are exhaustive, and a certificate of origin from a non-listed country — even a close trading partner — does not activate the exemption. Consignments arriving without a valid PSIC or TC/CSRTI test report from a non-exempt origin are detained at port and may face confiscation if the prohibited dyes are subsequently detected.
