Embroidery of man-made fibres, other than chemical or weft
HSN 5810 92 90 (embroidery of man-made fibres, other) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. This requirement applies to all exporting countries except the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

The most common error on this tariff line is assuming that the PSIC requirement is a formality or that the exempt-country list covers major textile-exporting economies beyond those explicitly listed. Countries such as China, Bangladesh, Turkey, and Vietnam are not on the exempt list; a consignment from any of these origins arriving without a conforming PSIC will be detained at the port of entry, accruing demurrage and ground rent, with no rectification option once the bill of entry is filed.
