Embroidered badges, motifs and the like of man-made fibres
HSN 5810 92 10 (Embroidered badges, motifs and the like) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which all textile and textile articles require a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous dyes. The requirement is grounded in General Note 10 of the ITC (HS) Import Policy and DGFT Public Notice 14/2023 dated 14-06-2023.

- 2If the origin country is not EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea or the United Kingdom, the azo-dye testing exemption does not apply and a PSIC confirming azo-dye absence is mandatory. The most common error on this tariff line is assuming the azo-dye exemption applies to all origins simply because the product is a small embroidered article rather than a bulk fabric. The exemption is origin-specific, not product-size-specific: a consignment of embroidered badges from Turkey, China, Bangladesh or any other non-listed country requires a full PSIC, and absence of that certificate at the bill-of-entry stage triggers detention and demurrage regardless of the low unit value of the goods.
