    If the origin country is not EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea or the United Kingdom, the azo-dye testing exemption does not apply and a PSIC confirming azo-dye absence is mandatory. Consignments from non-exempt origins arriving without a valid PSIC are liable to detention at port.

The most common error on this tariff line is assuming the azo-dye exemption applies to all origins simply because the product is a small embroidered article rather than a bulk fabric. The exemption is origin-specific, not product-size-specific: a consignment of embroidered badges from Turkey, China, Bangladesh or any other non-listed country requires a full PSIC, and absence of that certificate at the bill-of-entry stage triggers detention and demurrage regardless of the low unit value of the goods.
