A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption extends beyond the nine named countries. Origin-switching or transshipment through an exempt country does not transfer the exemption — the country of manufacture governs, and a consignment arriving without a PSIC from a non-exempt origin will be detained at the port of import pending production of the certificate, with demurrage and ground rent accruing until the document is furnished or the consignment is re-exported.
