Cotton embroidery in the piece, strips or motifs
HSN 5810 91 90 (cotton embroidery, other) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. No additional sectoral PGA licence applies, but the PSIC requirement is operative for all origins except nine named countries.

- 2Verify the country of origin before filing the bill of entry: the azo-dye testing exemption applies only to imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom. The most common error on this tariff line is assuming the azo-dye testing exemption extends beyond the nine named countries. Origin-switching or transshipment through an exempt country does not transfer the exemption — the country of manufacture governs, and a consignment arriving without a PSIC from a non-exempt origin will be detained at the port of import pending production of the certificate, with demurrage and ground rent accruing until the document is furnished or the consignment is re-exported.
