HSN 5810 91 10 (Embroidered with Lucknow Chikan Craft) is subject to Directorate General of Foreign Trade (DGFT) Restricted-import policy under DGFT Notification 20/2015-20 dated 07-07-2022, which limits this tariff line to goods produced by certified users registered against GI No. 119 under the Geographical Indications of Goods (Registration and Protection) Act, 1999. A Pre-Shipment Inspection Certificate confirming absence of prohibited azo dyes is additionally mandated under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is treating it as an ordinary cotton embroidery import and overlooking the GI certified-user condition. A consignment of embroidery described as Lucknow Chikan Craft but originating from a manufacturer not listed in the GI Registry against GI No. 119 will be classified as a mis-declared Restricted import, exposing the importer to confiscation of the goods and monetary penalty under the Customs Act, 1962 — irrespective of whether the PSIC for azo dyes is in order.
