The most common error on this tariff line is assuming the azo-dye PSIC requirement does not apply to metal-thread or metallised-yarn fabrics on the basis that they are primarily metallic in character. General Note 10 applies to all textile articles, including woven fabrics of metallised yarn of heading 5605, regardless of the metallic content; a consignment arriving without the requisite PSIC or test report from a non-exempt origin is liable to detention and demurrage pending laboratory verification.
