HSN 5809 00 90 (Other woven fabrics of metal thread and metallised yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes under General Note 10. Imports from origins outside the exempted-country list must obtain this certificate from an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Azo-dye exemption declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes before the consignment is shipped.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If importing from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, confirm the country-of-origin entitlement to azo-dye testing exemption and document that fact at the bill of entry. All other origins remain subject to the full PSIC requirement with no exceptions.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye PSIC requirement does not apply to metal-thread or metallised-yarn fabrics on the basis that they are primarily metallic in character. General Note 10 applies to all textile articles, including woven fabrics of metallised yarn of heading 5605, regardless of the metallic content; a consignment arriving without the requisite PSIC or test report from a non-exempt origin is liable to detention and demurrage pending laboratory verification.
