The azo-dye testing exemption is origin-specific and narrowly defined — it covers only EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom, and not other manufacturing countries that may re-export through these jurisdictions. A consignment originating in a non-exempt country but shipped via an exempt country remains subject to the PSIC requirement; absent a valid PSIC or test report, the bill of entry cannot obtain out-of-charge clearance and the consignment faces detention and demurrage.
