Ornamental trimmings, tassels, pompons and similar textile articles
HSN 5808 90 90 (Other ornamental trimmings, tassels, pompons and similar articles) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) for absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory.

The azo-dye testing exemption is origin-specific and narrowly defined — it covers only EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom, and not other manufacturing countries that may re-export through these jurisdictions. A consignment originating in a non-exempt country but shipped via an exempt country remains subject to the PSIC requirement; absent a valid PSIC or test report, the bill of entry cannot obtain out-of-charge clearance and the consignment faces detention and demurrage.
