Saree falls, borders and cotton fringes (ornamental trimmings)

DGFT CLEARANCE

HSN 5808 90 50 (Saree falls, borders and fringes of cotton) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Schedule. Imports from most origins must obtain a PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

Compliance steps
  1. 1
Before shipment, obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), confirming the absence of prohibited hazardous azo dyes. This document must be available at the bill of entry stage.

  2. 2
If the origin country is the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the consignment is exempt from azo-dye testing. For all other origins, the PSIC or TC/CSRTI test report is mandatory and its absence will result in consignment detention at the port of entry.

A word of counsel

The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly: it is origin-specific and confined to nine listed countries. Importers sourcing saree falls or cotton fringes from Bangladesh, China, or any other non-listed origin who arrive at port without a PSIC face consignment detention and demurrage while a retrospective test report is arranged — an outcome that cannot be remedied after the vessel has sailed.

Frequently asked
Does HSN 5808 90 50 require BIS certification?
No, ornamental textile trimmings and cotton fringes are not covered by any BIS Quality Control Order. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, principally the azo-dye testing requirement under General Note 10 of the ITC (HS) Schedule.
Which origins are exempt from the azo-dye PSIC requirement for this HSN?
Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only are exempt from testing for prohibited azo dyes; all other origins must furnish a PSIC from an accredited laboratory or a valid TC or CSRTI test report per DGFT Public Notice 14/2023.
Can the test report be obtained after the consignment arrives at the Indian port?
No. The PSIC or test report is a pre-shipment document by definition; a consignment arriving without it is liable to detention at the port of entry, with demurrage and ground rent accruing until the matter is resolved or the consignment is re-exported.
