The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly: it is origin-specific and confined to nine listed countries. Importers sourcing saree falls or cotton fringes from Bangladesh, China, or any other non-listed origin who arrive at port without a PSIC face consignment detention and demurrage while a retrospective test report is arranged — an outcome that cannot be remedied after the vessel has sailed.
