The most common error on this tariff line is assuming that the azo-dye exemption applies broadly to all origins because the exporting supplier is a known, reputable manufacturer. The exemption is country-of-origin specific — not supplier specific — and a consignment shipped from a non-exempt country without a valid PSIC will be detained at customs pending test certification, exposing the importer to demurrage and ground rent. A test report from a TC or CSRTI laboratory is an accepted substitute for the accredited-lab PSIC where the importer holds one already.
