HSN 5808 90 30 (Other braids) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes for all textile and textile article imports. The requirement is grounded in General Note 10 of the ITC (HS) policy, with azo-dye testing exempted only for imports originating from a notified group of countries.

The most common error on this tariff line is assuming that the azo-dye exemption list is exhaustive of the PSIC obligation: even when origin qualifies for the azo-dye exemption, the PSIC itself is still required to certify the absence of other prohibited hazardous dyes. A PSIC limited only to azo-dye testing is insufficient for non-exempt origins, and a missing or incomplete certificate triggers detention at the port of entry pending production of a compliant test report.
