The most common error on this tariff line is assuming that the azo-dye testing exemption for listed countries waives the PSIC requirement entirely. The exemption applies only to azo-dye testing; the PSIC must still cover other prohibited hazardous dyes for non-exempt origins, and importers from exempt origins must retain documentary evidence of origin to establish entitlement to the exemption at the bill-of-entry stage.
