The most common error on this tariff line is assuming the azo-dye country exemption dispenses with the Pre-Shipment Inspection Certificate entirely. The PSIC covers composition, fibre content, and other textile-safety parameters beyond azo dyes; only the azo-dye testing component is waived for the nine listed countries. Consignments from non-exempt origins detained at port for a missing or inadequate PSIC attract demurrage and ground rent while corrective documentation is arranged from the exporting country.
