HSN 5808 10 10 (Cotton braids in the piece) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. This textile-specific requirement applies to all importing countries except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

The most common error on this tariff line is assuming that the azo-dye PSIC requirement is limited to major textile categories and does not extend to narrow braids and ornamental trimmings. General Note 10 applies to all textile and textile articles without exception, and a consignment of cotton braids arriving without a valid PSIC or qualifying test report is liable to detention and ground rent pending re-export or destruction.
