    Verify the country of origin before filing the bill of entry: imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing. A word of counsel

The most common error on this tariff line is assuming the country-of-origin azo-dye exemption covers the entire PSIC requirement. The exemption applies only to azo-dye testing for the nine listed countries; compliance with General Note 10 in respect of other prohibited hazardous dyes and composition parameters remains mandatory regardless of origin. Consignments arriving without a valid PSIC or TC/CSRTI test report from non-exempt origins are liable to detention and ground rent pending production of compliant documentation.
