HSN 5807 10 90 (woven textile labels and similar articles) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye testing exemption extends to all developed-country origins. The exemption is limited to the nine named jurisdictions; a consignment from any other country arriving without a PSIC or valid TC/CSRTI test report faces detention at the port of import pending documentary compliance, with demurrage and ground rent accruing until the deficiency is remedied or the consignment is re-exported.
