HSN 5807 10 10 (Woven cotton labels and badges) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes. The azo-dye testing requirement is operative under General Note 10 of the ITC (HS) Import Policy and DGFT Public Notice 14/2023 dated 14-06-2023.

The most common error on this tariff line is assuming the azo-dye exemption applies universally because the consignment is a minor textile accessory rather than a fabric. The exemption is strictly country-of-origin-specific; a woven cotton label sourced from, for example, Bangladesh or China requires a PSIC regardless of its low value or small quantity. A missing PSIC at the bill of entry stage results in consignment detention and demurrage while the document is retroactively sourced — which is not permitted under the pre-shipment regime.
