Narrow adhesive-assembled warp fabrics (bolducs)
HSN 5806 40 00 (Bolducs) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) for all textile imports to certify the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or supported by a valid test report from a Textile Committee or CSRTI laboratory.

The single most common error on this tariff line is assuming the azo-dye country exemption is a blanket PSIC waiver. The exemption under General Note 10 and DGFT Public Notice 14/2023 covers only the azo-dye testing parameter for the nine listed countries; the underlying PSIC obligation for other prohibited hazardous dyes and textile-composition parameters remains in force for all origins. Presenting a certificate that addresses only azo dyes will not satisfy the full PSIC requirement, and the consignment remains at risk of detention pending compliant documentation.
