Narrow woven flat webbing slings of man-made fibres
HSN 5806 39 90 (narrow woven fabrics of other textile materials) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 15041:2001 is mandatory under the ISI Mark Scheme with effect from 01 April 2025, by virtue of the Indutech QCO 2024 notified under S.O. 4326(E). Directorate General of Foreign Trade textile-import policy controls, including Pre-Shipment Inspection Certificate requirements, apply as a separate customs-clearance overlay.

The single most common error on this tariff line is importing flat woven webbing slings manufactured prior to 01 April 2025 without a BIS CM/L licence, on the incorrect assumption that the gazette notification date of 03 October 2024 is the operative enforcement date. The Indutech QCO 2024 under S.O. 4326(E) set the operative import-enforcement date as 01 April 2025; consignments arriving at an Indian port on or after that date without a valid CM/L against IS 15041:2001 are liable to detention regardless of the pre-01-April despatch date or the supplier's domestic-production phase-in timeline.
