The most common error on this tariff line is assuming that the azo-dye exemption for listed countries extends to all compliance requirements: the exemption is limited strictly to azo-dye testing, and the broader obligation to demonstrate absence of other prohibited hazardous dyes through a PSIC or valid test report from an accredited laboratory or the Textile Committee remains in force regardless of origin. Presenting a commercial certificate of quality in place of an accredited-laboratory PSIC is treated as non-compliance under General Note 10 and may result in consignment detention pending production of the correct document.
