HSN 5806 39 20 (Jute webbing) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming that the azo-dye exemption extends to the country of manufacture rather than the country of export. A consignment manufactured in a non-exempt country but transshipped through an exempt-listed country does not qualify for the exemption; the PSIC must reflect the actual manufacturing origin, and a mismatch discovered at the bill of entry triggers consignment detention pending a fresh accredited-laboratory report.
