HSN 5806 39 10 (Goat hair puttis tape) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which all textile and textile articles require a Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous dyes. The PSIC must be issued by an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI must accompany the consignment.

- 2If the exporting country is the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, azo-dye testing is exempted; however, the PSIC for composition and other hazardous-dye parameters remains required. The most common error on this tariff line is treating the azo-dye country exemption as a blanket PSIC waiver. Importers sourcing from exempt origins — EU, Japan, South Korea and others listed under General Note 10 — still require a PSIC covering the full prohibited hazardous-dye panel; only the azo-dye test component is excused. A consignment arriving without any PSIC, regardless of origin, is subject to detention pending production of the certificate.
