For all other origins, azo-dye testing is mandatory with no exemption.

A word of counsel

The most common error on this tariff line is treating the azo-dye country exemption as a blanket PSIC waiver. Importers sourcing from exempt origins — EU, Japan, South Korea and others listed under General Note 10 — still require a PSIC covering the full prohibited hazardous-dye panel; only the azo-dye test component is excused. A consignment arriving without any PSIC, regardless of origin, is subject to detention pending production of the certificate.
