Of man-made fibres
Narrow woven man-made fibre fabrics (webbing slings, tape measures)
HSN 5806 32 00 (narrow woven fabrics of man-made fibres) is covered by two Bureau of Indian Standards Quality Control Orders. Flat woven webbing slings of man-made fibres must conform to IS 15041:2001 under the ISI Mark Scheme with effect from 01 April 2025 under the Indutech QCO 2024; woven metallic and glass-fibre tape measures must conform to IS 1269 (Part 1):1997 with effect from 23 May 2024 under the Legal Metrology — Material Measures of Length (Quality Control) Order, 2023. Directorate General of Foreign Trade textile import policy controls apply as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify which product sub-type is being imported: flat woven webbing slings of man-made fibres fall under IS 15041:2001 (Indutech QCO 2024), while woven metallic or glass-fibre tape measures fall under IS 1269 (Part 1):1997 (Legal Metrology QCO). Each sub-type requires a separate Bureau of Indian Standards CM/L licence from the manufacturer.S.O. 4326(E) dated 03-10-2024 · S.O. 5029(E) dated 23-11-2023
- 2Verify the foreign supplier's BIS CM/L licence number on the BIS online register against the relevant Indian Standard — IS 15041:2001 for webbing slings or IS 1269 (Part 1):1997 for tape measures — before placing the purchase order. Confirm the licensed scope covers the specific fibre type and product dimensions.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 4326(E) dated 03-10-2024 · S.O. 5029(E) dated 23-11-2023
- 3Ensure every unit in the consignment bears the ISI mark and the supplier's CM/L number as required under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking does not satisfy the statutory requirement.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 4326(E) dated 03-10-2024
- 4Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory in the exporting country, or a valid test report from TC or CSRTI, confirming absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 5Quote the supplier's BIS CM/L number and cite the applicable QCO notification on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention.S.O. 4326(E) dated 03-10-2024 · S.O. 5029(E) dated 23-11-2023 · BIS Act, 2016 · Customs Act, 1962
The most common error on this tariff line is treating HSN 5806 32 00 as a single-QCO obligation when two distinct Quality Control Orders apply to different product sub-types within the same eight-digit code. An importer of webbing slings who inadvertently presents a CM/L licence against IS 1269 (Part 1):1997 — or vice versa for tape measures — will face detention because the licensed standard does not match the declared product. Confirm the product sub-type and the corresponding CM/L scope in writing with the supplier before shipment, not at the port.
