The most common error on this tariff line is assuming that the azo-dye exemption extends to countries beyond the nine listed origins. An importer sourcing from a non-listed country who omits the PSIC will face consignment detention at port and cannot rectify the gap retrospectively with a post-shipment test report — the certificate must pre-date shipment.
