Narrow woven cotton fabrics, other than ribbon or labels
HSN 5806 31 90 (narrow woven cotton fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must originate from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming that the azo-dye exemption extends to countries beyond the nine listed origins. An importer sourcing from a non-listed country who omits the PSIC will face consignment detention at port and cannot rectify the gap retrospectively with a post-shipment test report — the certificate must pre-date shipment. Verify the exemption list against the country of origin on the bill of lading, not the country of the seller.
