Narrow woven cotton fabrics (newar cotton)
HSN 5806 31 20 (Newar cotton) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from the Textile Committee or CSRTI.

The most frequent error on this tariff line is assuming the azo-dye exemption for listed countries eliminates all PSIC obligations. The exemption applies to azo-dye testing only; testing for other prohibited hazardous dyes and composition parameters may still be required, and any test report must come from an accredited laboratory or Textile Committee — an in-house supplier certificate is not an acceptable substitute and will result in consignment detention at the port of entry.
