Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes before the consignment is dispatched. This applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.

  2. 2
Upload the PSIC or valid test report in e-Sanchit at the bill of entry stage. Consignments from non-exempt origins presented without the PSIC are liable to detention pending production of the document or re-export at the importer's cost.

A word of counsel

The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing also dispenses with the PSIC requirement in its entirety. The exemption covers azo-dye testing only; a test report or PSIC addressing other prohibited hazardous dye parameters may still be required for exempt-country shipments, and the absence of any conforming document at the bill of entry can trigger detention and demurrage while the deficiency is rectified.
