HSN 5806 31 10 (Typewriter ribbon cloth) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing also dispenses with the PSIC requirement in its entirety. The exemption covers azo-dye testing only; a test report or PSIC addressing other prohibited hazardous dye parameters may still be required for exempt-country shipments, and the absence of any conforming document at the bill of entry can trigger detention and demurrage while the deficiency is rectified.
