Narrow woven fabrics with elastomeric yarn or rubber thread
HSN 5806 20 00 (narrow woven fabrics containing 5% or more by weight of elastomeric yarn or rubber thread) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Azo-dye compliance declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous dyes. This document must be available for verification at the bill of entry stage.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm whether the country of origin qualifies for the azo-dye testing exemption. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing; all other origins must furnish the full PSIC covering azo-dye absence.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that the azo-dye exemption for listed countries waives the PSIC entirely. The exemption applies only to azo-dye testing; the Pre-Shipment Inspection Certificate for other prohibited hazardous dyes and composition parameters remains mandatory regardless of the country of origin. A consignment arriving without the PSIC or test report is liable to detention pending documentary compliance, attracting demurrage and ground rent at the port of import.
