The most common error on this tariff line is assuming that the azo-dye exemption for listed countries waives the PSIC entirely. The exemption applies only to azo-dye testing; the Pre-Shipment Inspection Certificate for other prohibited hazardous dyes and composition parameters remains mandatory regardless of the country of origin. A consignment arriving without the PSIC or test report is liable to detention pending documentary compliance, attracting demurrage and ground rent at the port of import.
