The most common error on this tariff line is assuming the country-of-origin azo-dye exemption eliminates all PSIC requirements. The exemption covers azo-dye testing only; a consignment originating from an exempt country that arrives without any documentation evidencing dye compliance may still be detained at the port of import pending verification. Importers from non-exempt origins who rely on a domestic test report rather than a pre-shipment certificate from the exporting country's accredited laboratory expose the consignment to rejection at out-of-charge.
