The most common error on this tariff line is assuming that a certificate of composition or a generic quality report satisfies the azo-dye PSIC requirement. The PSIC must specifically certify the absence of prohibited hazardous dyes and must issue from an accredited laboratory of the exporting country or from the Textile Committee or CSRTI; a generic mill test certificate does not substitute. Presenting an inadequate document at the bill-of-entry stage results in consignment detention pending a conforming PSIC.
