The most common error on this tariff line is assuming that the azo-dye testing exemption extends to any origin not explicitly excluded, when the rule is the opposite: exemption applies only to the nine listed origins, and every other source country requires the full Pre-Shipment Inspection Certificate. A consignment arriving without a valid PSIC or Textile Committee test report from a non-exempt origin is liable to detention at the port of import until the mandatory documentation is produced.
