Gauze fabrics other than narrow fabrics (heading 5806)
HSN 5803 00 99 (Other gauze fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside the notified exempt-country list must obtain the PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming the azo-dye exemption applies broadly to any trusted trading partner. The exemption is exhaustive and country-specific — only the nine named jurisdictions qualify, and a consignment from any unlisted origin arriving without a valid PSIC or TC/CSRTI test report will be detained at the port of entry pending production of the required documentation, accumulating demurrage and ground rent.
