Of artificial fibre
Gauze fabric of artificial fibre (woven, non-narrow)
HSN 5803 00 93 (Gauze of artificial fibre) is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from a Textile Committee or CSRTI laboratory.

- Test report from Textile Committee or CSRTI
- ITC (HS) policy declaration to CBIC
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous dyes. This requirement applies to all textile and textile article imports under General Note 10 of the ITC (HS) policy.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the exporting country is not on the azo-dye-testing exemption list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — ensure the PSIC explicitly covers azo-dye testing. Failure to furnish compliant testing documentation will result in consignment detention at the port of import.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye exemption applies universally once a PSIC is in hand. The exemption is country-of-origin specific — only the nine listed countries qualify — and a PSIC from an accredited laboratory in any non-listed origin must affirmatively certify azo-dye absence; a general composition certificate without that specific parameter does not satisfy General Note 10 and will cause detention and demurrage at the port of entry.
